The Vice President of the Chinese academy of sciences Bin Xiangli, the minister counsellor of the Chinese embassy in France Yuming Sun, the director of the bureau of Major R&D programs CAS Yingjie Song. Meanwhile, the France delegation includes, President of LNE Thomas Grenon, Vice president of LNE Maguelonne Chambon, Academician of LNE Marc Himbert, Professor Laurent Pitre presented the signing ceremony. Ercang Luo (deputy director of TIPC) and Thomas Grenon signed the agreement on behalf of both sides.

LNE is a renowned research institute on cryogenic metrology science in France, and enjoys a great reputation in this field all over the world. Since the intensive cooperation between the two institutes for years, outstanding achievement has been achieved on Boltzmann constant measurement and primary thermometry research so far. The establishment of the joint laboratory represents the great promotion for LNE-TIPC bilateral cooperation. Competitive advantages of each sides will be combined together to reach further achievement in cryogenic metrology by joint study and mutual visit.
